自一例一休正式上路後，企業人事成本大漲，令不少資方紛紛高喊「不排除出走」。事實上，過去作為台灣經濟主力之一的製造業，大多以低價搶單、節省人力成本來提高毛利率，近20年來已大舉出走中國；但現在，這些台商卻再次面臨中國人力成本高漲的窘境。據報導，東莞曾是台商大本營，一度有5000多家台資企業，現在卻僅剩約2000家，其中不少正考慮遷移至東南亞，且在當地變得「越來越邊緣化」。
據新加坡媒體報導，一直以來，中國製造業的低成本競爭優勢，引領該國經濟高速發展，但隨著中國社會面臨轉型，人口紅利優勢漸失，勞動成本不斷上升，而「五險一金」等保險金亦成為企業的沉重負擔。目前東莞工人月薪大約人民幣3000元（約台幣1萬3800元），已是部分東南亞國家的3到4倍；在訂單利潤過少的情況下，有的台商選擇將廠房遷到東南亞，有些台商甚至直接將工廠收掉，另一些則向中國內陸城市移動。
報導指，在90年代時，中國政府透過土地租金和稅收等優惠，吸引到大批台灣加工貿易業者前進設廠，包括製鞋、成衣及電子加工等，主要以「台灣接單、中國生產出貨」的經營模式，於1999年前後曾經創造東莞一半以上的GDP。
然而，在東莞虎門紮根20多年的東莞台協執行常務副會長謝慶源，受訪時卻透露：「該走的已經走了」。他表示，過去在東莞的台灣人至少有8萬到10萬人，現在保守估計少一半。工廠倒閉，周邊餐飲業及零售業也深受影響，有台資餐飲業者稱，近來已有7、9間專做台灣人生意的餐館倒閉；另名台商也表示，當地旅行社告訴他，「近來很多回台灣的台商都是買單程機票」。
報導分析，台資企業以傳統加工貿易為主，技術層次低，大多以追逐廉價勞動力來確保其利潤，但如今，中國政府正大力推動產業升級，一些缺乏技術能力的台企無法獲得銀行及官方扶植政策的支持，並失去以前曾享有的稅收、土地租金優惠。另關於近年東莞提倡「機器換人」政策，鼓勵企業加速自動化升級，謝慶源則說：「不是人人都是郭台銘」，指小企業手上沒有足夠資金，在大規模應用機器人上有其困難。
中山大學嶺南學院財政稅務系主任、東莞特約研究員林江分析稱，台商的衰落有其自身原因，「台商大部分是傳統的家族企業，他們在策略上只信任台北專家，政策上又依賴當地政府，融資只靠家族關係。」
